(1) The word "in" appears extraneous to me. Nobody cares in what state the engine is manufactured, is how I read the intended meaning.
(2) I haven't noticed an exclusion of formaldehyde from the definition of VOC in the Colorado regulations (as in Table 1 to Subpart JJJJ of Part 60), although I haven't looked for it.
