noise regs. apply if compressor station connects to interstate pipeline. Which compressor stations in Ohio conform to that description? Here's something I found on the FERC docket for the Rover Pipeline project: "The National Environmental Policy Act (NEPA) requires the Commission [i.e. FERC, not the Interstate Pipeline Commission] to take into account the environmental impacts that could result from an action whenever it considers the issuance of a Certificate of Public Convenience and Necessity under Section 7 of the Natural Gas Act." And here's a link to the FERC docket for an Environmental Assessment for another project, also passing through Carroll Co. What governs whether an EIS or an EA is required?
